The Department may issue up to 25 such permits, with no more than five permit holders also permitted to operate a dispensary. The Department may issue up to 50 dispensary permits, each allowing up to three separate locations. Applicants must provide a business description, security measures, zoning compliance evidence, and a diversity plan. The application requires a non-refundable fee of $5,000, a refundable permit fee of $30,000, and proof of $150,000 in capital.

Recreational Cannabis License Types

While Pennsylvania has not yet legalized recreational cannabis, there are ongoing efforts to establish a regulated adult-use market.
